A QUICK LOOK BACK AS WE LEAVE 2013!

   In a previous blog, I reported the 3rd quarter 2013 payroll dollars spent by the Eureka Township citizens. The following is the 4th Quarter Payroll dollars paid the Town Board and Planning Commission members. Of course, it is my opinion that our elected and appointed officials should be compensated for the work they do for the Township if justified and submitted appropriately. Does a Town Board Supervisor really need to submit a $70 charge to consult with the Clerk and/or Clerk/Treasurer?

Where The Rubber Meets The Road!


#As a citizen in Eureka Township, do you at times wonder how your tax money is spent? For those who have concerns or questions, are unable to attend Township meetings, or have not had access to the Budget,
#allow me to offer you "food for thought" regarding $'s spent on the Township roads above and beyond the road contractor's budget.

Eureka Township has two Board-appointed road supervisors: Mark Ceminsky and Board Chair, Peter Storlie. To the best of my knowledge there is no Policy adopted
which would define the responsibilities of a road supervisor. The Township also has a contract with Mark Henry, a State-Certified Road Contractor.

I have concerns regarding the 2013 road-related mileage and meeting charges which have been submitted to the Township per our road supervisors. The Town Board supervisors engage in a road review trip
http://www.pdclipart.org/displayimage.php?album=search&cat=0&pos=321every year to determine what road work needs to be done regarding culverts, road conditions, ditch issues etc.  The Planning Commission members also conduct a road review trip once every year after which they make recommendations to the Board. If citizens have a complaint regarding the road or road right-of-way, they contact a road supervisor who will then contact the road contractor.

My concerns are the following charges submitted for payment in 2013:

  • First Quarter 2013 - Supervisor Ceminsky submitted 414 miles for payment at the Federal rate. Supervisor Storlie submitted 20 miles for payment and Supervisor Madden requested 20.4 miles for payment.
  • Second Quarter 2013 - Supervisor Ceminsky submitted 921 miles for payment; no one else claimed mileage.
  • Third Quarter 2013 - Supervisor Ceminsky submitted 1,112 miles for payment for road miles and "mileage supervisor." Supervisor Storlie submitted 20 miles for payment. Ninety-one additional miles were submitted pertaining to CAPX which should be reimbursed by the CAPX escrow.
  • Fourth Quarter 2013 - Supervisor Ceminsky submitted payment for 20 "road-related" meetings = $1, 400.00 with no mileage shown.  An additional twenty-three meeting charges were submitted by Supervisor Ceminsky which should also be reimbursed by CAPX.
Charges like these, other than similar ones made by Supervisor Ceminsky in 2012, have been unprecedented.

The recent Eureka Newsletter stated that "with the hard work of our road contractor, the roads have improved "tremendously." Do you agree with this? Most would think that the State-Certified Road Contractor is quite competent in completing the road work in Eureka. Are the Township road supervisors, logging 2,487 miles and a multitude of "road-related" meetings in 2013, micro-managing the road contractor at the expense of the taxpayers? Who has oversight regarding the

Keep in mind, Eureka is a Township of only approximately 35.9 square miles containing County roads maintained by Dakota County as well as road maintenance shared with Castle Rock Township.

EUREKA'S "BOX OF CHOCOLATES," AS IN YOU NEVER KNOW WHAT YOU'LL GET!

First some of the more positive news:
The Board approved $4,000 for a planner (Sherri Buss of TKDA who has worked well with the Township before) to work with the agritourism task force and also $1,000 for them to consult the Township Attorney with their questions thus far. The money will come from the professional services escrow funds. Surprisingly, the Board has also left it open for possibly more money if deemed needed. (Other task forces have cost more.) The current six task force members were willing to continue their work, so the Board approved their doing so. Sherri has been doing work on agritourism in other communities and so will bring valuable information and experience to the group.

The less positive aspect: those of you who have been following this know that not once, BUT TWICE, a Planning Commission majority of 3 had asked for this very thing: a task force with planner and attorney assistance, but was denied twice by the Board! At that time, the Board repeatedly expressed a desire to "move this along".  In fact, Chair Storlie, as you might recall, wrote a definition only with a couple of regulations embedded in it that was presented at a public hearing. Some of the Board also voiced that having a planner would just "slow things down" --as if that were necessarily a bad thing.  (Act in haste: repent at leisure?) Had they granted the Commission's requests in the first place, it would have saved a lot of time which they find such a precious commodity.

Indeed, they recently allowed a bare 60 days for the committee to come back with a recommendation. Other than a break at the holidays, the committee has been meeting for two or more hours every week. Having served on  the Transfer Task Force which did the same thing because of the Board's "sense of urgency," and having attended the agritourism meetings, I know that that is a lot to ask of citizens.  (I sincerely doubt the Board itself would agree to meet that often!!!) Even now, the Board wants results for the Annual Meeting.  I think it is good to have at least a report of progress for the Annual Meeting, but do not understand the big rush to conclude this so quickly.  Or perhaps I understand it all too well...



Older, but an important piece of information, is the fact that the polls for the March Election will be open 7:00 a.m. to 8:00 p.m. This will allow citizens to vote on their way to work just they can during the November elections. Mark your calendars for Tuesday, March 11th.



Another "mixed confection": At the January Board meeting, the Board approved hiring a tech person to get the website going again. Not a moment too soon for somebody to do so!  I communicated with one citizen who attended this meeting simply so he could find out what was happening. He typically receives an agenda via email, but hasn't since Nanett resigned. When he got to the meeting, he told me that there were no agendas to be had at the table where one enters. If this ever happens to you, immediately ask the Clerk for more agendas.

I applaud his dedication, but not everyone can physically come to a meeting just to find out what is going to be discussed.  That is why it is so important that the website get up ASAP so that you can read agendas, minutes, agritourism info, etc. This is taking way too long, folks!





The light bulb went off and Chair Storlie (finally) proposed that an ad be placed in the newspaper to start the process of finding a new Clerk/Treasurer. He said he recalled that in the past, it took a couple publications to get some applicants. No kidding!




Not as sweet... Do you think that a Supervisor should be paid for the time he will spend to go through his earlier charges with the Clerk so that they can be allocated to the proper budget line?  If you were a Supervisor, wouldn't you "tag" those charges as you submitted them, so that the accounts would be correct as possible at all times and escrow or other accounts that are involved could be billed as necessary? Granted, supervisors can spend a lot of time doing their jobs and, strictly speaking, I guess can charge for each minute and each and every mile, but I don't believe that to do so would be in keeping with the generous sense of volunteerism that carried the day in the past.  It used to be that no one charged for mileage except for Township road reviews or in isolated cases where one had to travel a fair distance for a training, but many did not charge even then. As reported before, the payment for  "special meetings" ($70) was applied for those supervisors attending, say, an NCRWMO meeting as part of their responsibilities, though, again, some did not charge for this either.  The intent  when it was passed (and I know this because I was there for the discussion) was that these extra meetings can take a few hours each, just as a special meeting of the Board locally can, and supervisors are paid for that.  The idea was not to pay for, as an example, a fifteen-minute discussion with an agency rep, but was for a full-fledged meeting with the VRWJPO or NCRWMO bodies and the like.

Now, this is just my personal opinion; you may disagree.  All citizens should know that what each Supervisor is paid and what for is public information which can be accessed at any time via a request of the Clerk.  Stay tuned for more information...

LIGHT BULBS, GARAGE FLOORS, AND "THE BENJAMINS"

A couple of other "tidbits" from the last Board meeting:


The Board hired Supervisor Mark Ceminsky to perform "Town Hall maintenance." (Agenda item "Other Business, H., Township Hall Maintenance")  This assignment comes with an "up to $5,000 a year" potential price tag.  Ceminsky's first assignment, given to him by Supervisor Miller. was to change some light bulbs.
It was unclear to me what other "projects" or "tasks" this role might include.  It was also unclear to me at what rate this work is to be performed. Maybe I missed it? Perhaps Supervisor Ceminsky has a (standard) hourly rate he will charge? Not sure what that is.  I trust it won't be at the "special meeting" rate of $70 per "meeting," no matter how long or how short, that has been utilized often so far. (It might be of interest to you to check out sometime how much Supervisor Ceminsky is receiving as Road Supervisor.  Compare that to what former-Supervisors Dan Rogers and Jeff Otto or Supervisor Budenski received for the same task. Just ask the Clerk for the records.)

In the past, various citizens have volunteered their time in a number of different efforts.  For example, former-Commissioner Sharon Buckley volunteered many hours helping Clerk Nanett "tidying up" and organizing the Township files. Sue Rogers, former-Supervisor Rogers' wife, generously volunteered her time to vacuum the Town Hall.  Former-Supervisor Gloria Belzer washed the Town Hall windows when it needed to be done.  Then-Supervisor Rogers brought in the salt for the water softener, not to mention the countless big packs of bottled water he consistently donated to the Township for citizens' benefit at meetings. Someone else donated two waste receptacles for recyclable items and CD discs to the Township.  I am quite certain there have been many others over the years who have done likewise. Not one of these asked for recognition, much less for compensation.  Isn't there someone out there who would be willing to volunteer to change light bulbs to save taxpayer money?


Isn't there a rap song called "It's All About the wBenjamins, Baby?"  


Under "Other Business, N., New Garage," Commissioner Hansen presented the Board with some information concerning the building of the new Township storage garage that was voted on by citizens at the last Annual Meeting.  Commissioner Hansen volunteered to be the "general contractor" for the Township in an effort to hold down costs. The Board was okay with his being in that position.  It was my take-away that Hansen is not going to be paid for this role.  It is unclear to me which particular contractors Commissioner Hansen might be going to have the Board solicit quotes from (not bids, so it doesn't have to be published, nor awarded to the lowest bidder. This option is due to the dollar amounts involved.) Which contractors might not be known at this time.  Presumably, Hansen does have to go back to the Board for its approval of his selections/suggestions before they put out these requests, not just for the awarding of the business per portion of the construction, such as the in-floor heating.

Steve Madden--Listener

We can't say much about what Steve Madden does.  He is not "Linked in" or listed in the white pages.  He  has to have a Eureka address, otherwise he wouldn't be eligible to be on the Board.  Steve is up for re-election in 2015.

Mr. Madden is the silent type.  He will contribute if called on but prefers to take a back-seat role.  If asked, he may even make a motion but last Monday asked someone else to insert the "number mumbo-jumbo" (parcel identification numbers, dates and street addresses).  He tends to vote in lock step with Mr. Ceminsky and Mr. Storlie.

Here he is plugging his ears during July's Town Board meeting as a member of the public sat before the Board, addressing them on an agenda item.  (Ceminsky had tried to delete the item from the agenda at the beginning of the meeting but was foiled by pesky rules protecting speech.)

What do you think Steve was intending to convey by taking this posture?  Was he merely overwhelmed? Was he being selective about what he took in? Was he deliberately trying to offend a member of the public?  I can't think of anything else and none of these seem an appropriate response from an elected official.

Mark's experience with construction comes in handy when reviewing building plans.  He owns and operates Beaver Creek Companies, an interior/exterior home remodeling and landscaping company.  You can even see some of his work on display at the Town Hall (counter extension).

Mark worked hard to increase the size of allowable accessory-use structures in the Township.  He had hoped to allow up to 25% of a person's lot to become an accessory building (wow, I own 120 acres--what would I do with a 30-acre building?  Indoor golf?).  He settled for the equivalent of 14, 2-car garages on a typical residential lot.

That's a lot of storage space!  Especially when you consider that the only thing allowed in these buldings is personal property for personal (not commercial or business) use.  What could a guy possibly want all that space for?

Mark is the current road supervisor.  He worked hard to get FEMA money to repair Township roads damaged in spring 2012 storms.  Hopefully the money can be used to cover some of his time as well because his second quarter time sheet amounted to nearly $4,000.  Other Board members' pay ranged from $450 to $950 for the Chair.  How could Mark make an order of magnitude more than any other Board member?  He charges $70 (plus mileage) for every inspection of the roads that he makes.  Pete said it was approved and discussed at the Reorganizational meeting.

A quick look at past payroll and our fee structure shows that this is a new policy.  How do you feel about Mark making a projected $12,000 per year?  Maybe its worth it for the job he is doing on the roads. It's your tax money.  Vote.
